About how much would it cost to build a good-quality rigid 29er mountain bike?

I found a great bike shop in a town close to me who say they will help me build a bike and I can get parts from them for fairly cheap. I have no parts to start with and I'm just wondering if it's going to be significantly more expensive to build a 29er
To my knowledge, no-one makes a mountainbike or any bike with 27" wheels. 27" wheels went out a long time ago.
What's a good way to figure the price out? Find a nice pre assembled 29'er you like. Now take the selling price

Looking to get my first 29er, but i want to spend the least amount possible for something good/decent. and 29ers for the most part run quite expensive( for my taste anyways)
Been looking at Diamondback Overdrive and the Niner E.M.D. 9
Niner is way better company than Diamondback, they only do 29ers, that like comparing a Porsche 911 to a Chevy Cobalt, yes they both can go fast and get you a ticket, but if you can get a 911 why settle for a Cobalt.
How would you set this bike up for a long tour...?

I am going to tour around the world on this frame. I have already viewed some of the websites about others who have courageously set out on this journey.. But how would you set this frame up for touring around the world? Like parts that fit a 29er frame:
The term "touring" in itself designates staying on roads or light trails. Why on earth do you want or need a 29'er mountain bike? Are you climbing Pike's Peak?

I'm 6'2" 175 and in a similar situation. I'm only interested in upgrading from my Ricochet because of the lack of rear disc mounts. I'm leaning more towards full suspension 26" since I can reuse a lot of the parts that I have upgraded, also.
